Millions of water customers could face higher bills after regulator Ofwat provisionally approved up to £3.4 billion in additional spending on infrastructure and environmental improvements.
The proposed funding would allow five of the UK’s 13 water companies to increase customer charges between 2027 and 2030. Ofwat says the additional investment will support improvements to drinking water quality, help tackle so-called “forever chemicals” and provide infrastructure needed to support new housing and data-centre development.
The UK water sector has faced growing scrutiny over environmental breaches, rising debt, dividend payments and increasing household bills.
Five Water Companies Allowed to Raise Bills
The five companies receiving permission to increase charges include Thames Water, Severn Trent, Southern Water and Wessex Water, alongside another provider.
Of these companies, Southern Water customers are expected to face the largest increases.
Southern Water has been allowed to increase bills by:
- £43 in 2027–28
- £37 in 2029–30
The company, which serves more than four million customers, said the additional funding was necessary to cover rising costs, meet environmental obligations and help secure long-term water supplies.
Thames Water Bill Increase
Thames Water, the UK’s largest water utility, will also be allowed to increase customer bills.
Under the provisional approval, bills could rise by:
- £3 in 2027–28
- £5 in 2029–30
The company said the additional funding would support important water-security projects designed to maintain supplies for millions of customers across London and the South East.
Where Will the Extra £3.4 Billion Go?
Ofwat said the additional investment will support a range of infrastructure and environmental projects.
Around £477 million of the additional funding is expected to address increased demand associated with housebuilding and data-centre development.
The investment is also intended to:
- Improve drinking water quality.
- Address contamination from persistent “forever chemicals”.
- Strengthen water infrastructure.
- Support long-term water security.
- Help meet environmental obligations.
- Provide capacity for new housing and data centres.
United Utilities Receives the Largest Approval
United Utilities received the largest individual approval, with Ofwat provisionally allowing £995 million in additional spending.
The company had requested £1.11 billion. Part of its planned investment is intended to support water infrastructure for data-centre development in East Manchester.
Ofwat Warns Companies Could Face Clawbacks
Ofwat said it will closely monitor how the additional funding is used and whether companies deliver the improvements expected for customers and the environment.
The regulator also indicated that money could be recovered if companies fail to deliver the required improvements.
This means water companies will be expected to demonstrate that additional customer funding is being used effectively and for its intended purpose.
Final Decision Expected in December
The current approvals are provisional, meaning the final position has not yet been confirmed.
Ofwat is expected to make its final decision in December 2026.
For households already dealing with rising living costs, the prospect of further water bill increases will be closely watched. The additional investment could help improve the UK’s ageing water infrastructure and environmental performance, but it could also place further pressure on household budgets.
