Today, Major Home Office Immigration Rule Changes Take Effect Across the UK

A significant package of UK immigration reforms has officially come into force today under the Home Office’s Statement of Changes HC 259, introducing updates that affect several visa routes, employers, and overseas workers.
The 180-page document, laid before Parliament on 9 July 2026, contains wide-ranging changes designed to modernise the immigration system while supporting economic growth and protecting the UK labour market.
Key Changes Introduced
One of the biggest updates is the increase to the general Skilled Worker visa salary threshold, which rises from £29,000 to £32,100. Employers sponsoring overseas workers must ensure all new Certificates of Sponsorship (CoS) meet the revised salary requirements.
Applications submitted before 1 August 2026 will continue to be assessed under the previous salary rules.
Graduate Visa Route Remains Unchanged
Despite widespread speculation, there are no reductions to the Graduate Visa route.
However, the Home Office has introduced clearer academic progression rules aimed at preventing individuals from repeatedly enrolling on postgraduate courses solely to extend their stay in the UK.
Electronic Travel Authorisation (ETA) Expansion
The new rules also prepare the legal framework for the continued rollout of the Electronic Travel Authorisation (ETA) system.
From 1 October 2026, all eligible non-visa nationals—including travellers from countries such as the United States and Gulf Cooperation Council (GCC) states—will be required to obtain an ETA before travelling to the UK.
The Home Office has introduced a minimum 14-day processing window, giving airlines and travellers greater certainty when planning journeys.
Faster Digital Border Checks
Border Force is continuing to modernise UK border controls by expanding the use of eGates for approved ETA holders.
Pilot programmes are already underway at Heathrow and Manchester airports, allowing eligible travellers to pass through border control more quickly using digital verification.
Important Update for Skilled Workers
Legal experts are advising Skilled Worker visa holders to ensure their immigration records are fully up to date before travelling abroad.
Under the new “permission to travel” requirements, returning workers must have either:
- A valid digital eVisa correctly linked to their current passport, or
- A valid physical immigration document where applicable.
Employers are encouraged to remind sponsored workers to update any passport changes in their UKVI account before international travel to avoid delays when re-entering the UK.
What Employers Should Do
Businesses sponsoring overseas workers should:
- Update recruitment and sponsorship procedures.
- Use the revised Certificate of Sponsorship requirements.
- Review salary budgets to meet the new Skilled Worker threshold.
- Prepare for higher immigration-related costs during the 2026–27 financial year.
- Ensure sponsored employees have correctly linked digital immigration records before travelling.
